McCain Institutes was first licensed as a vocational school inOregon during May of 1982 and in California during September of1982. Neil McCain or the Institute has been holding classes forContractors since 1976, since he himself was Injured and could nolonger work in Construction started estimating then by demandstarted teaching, and teaches basically the same classes to thisday.
More than 6,600 contractors and 2,300 injured workers have beentrained by McCain Institutes. Neil McCain; also an InjuredWorker, has worked with more than 800 separate vocationalrehabilitation counselors and over 200 insurance carriers. Thisis the Institute's 18th year with vocational training programsand each year adjustments are made to either the curriculum,policy, or both, in order to assure a better program for theclient and the security of a job at the end of their training.This year 2000 changes in curriculum have again been made.Multi-Discipline is no longer offered, as the employment demandhas changed and the employers dictate what must be taught.. Nowall discipline have been expanded in their single Discipline.
McCain Institutes is the educational branch of the McCainCompany, which does estimating for contractors from Buffalo, NewYork, to Dutch Harbor, Alaska, from New Jersey, to California,the McCain Company estimates anything from small jobs bidding fora few thousand dollars to large multi-million dollar jobs.
Computer education started here in 1976 with time share systems;we used Teletype terminals and Dumb terminals with modems. Today,however, we use McCain Institute computers loaded with softwarerequired. Estimating today is conducted much the same as it wasin the early '80s, with most of the work entailing readingblueprints and doing manual take-offs. But once the take-off iscompleted, most contractors put the data into the computer forbid-packaging.
Today the computer is a major tool for our training programs. Alllessons, in all subjects, are video taped, Audio lessons, alongwith computer tutorials, Internet communication and workbooks.Basics in General is taught as four months in Computer Softwarecan render it obsolete.
Internet is a new application, The Internet can has become a veryimportant training tool, as the Director Neil McCain is themoderator for several Construction Management Web sites has foundthat used properly it is a great source for education and ofcourse establishing contacts in the industry. Online Education isnow available.
Since McCain Institutes likes to claim 100% post-educationemployment, all programs require a student to have a committedemployer before a program is approved by McCain Institutes. Asigned commitment is preferred, but the name of the company and acontact person that can be contacted, on occasion we will accepta student without one when the client has self employment as thegoal.

The Advent of ARCH FORMS and other CAD Software's has changedmost of the CAD Design Training Program.. Using Auto CAD as aBase and then IntelliCAD for a step too the other CAD Systems..At one time the AutoDesk Company CAD's were dominant and to teachother systems as we had in the past just wasn't done.. In 1998the AutoDesk Software's lost their hold on the Industry withIntellicad and other compatible CAD software's making clonesystems similar to IBM clone computers and our training is now ondesign methods using four National Building Codes, NEC, UBC, UMC,and UPC for study.
As CAD Design covers so many other Areas than just above,specialized areas such as
Civil Engineering and Surveying, along with LandscapeArchitecture, Irrigation design, and HVAC design and Estimating,all use CAD Systems and for each we develop the
curriculum to meet the needs of both the student and the futureemployer.. As the systems do vary we don't establish the criteriauntil a client becomes eligible.
A complete Curriculum will be submitted to the future employer,and client, once approved the VRC will then have a copy to submitto the Insurance Carrier.. The course will remain in the timeframe of all the courses mentioned above. If Educational versionsof the software are not available then a copy must be supplied bythe committed employer.

Course DM1
"A" Program
26 WEEKS
These courses are an option for clients and counselors thathave been applying for entrance over the past few years, andbecause of the time frame for approval due to the legal processof enrolling in a program that we no longer offer. We do notdestroy our curriculum of past schools, and we can use it atanytime, also we can cross train for a specific need. DamageAppraisal for Auto and Structural are again offered.
To maintain a curriculum and keep it current over several yearsand as it is with Computer Technology several months it is veryexpensive. We have a small enrollment each year, and can updateany one of our past curriculum when required. The DamageAppraisal Curriculum course being used is one that has beenapproved by the State of Oregon, sixty four (64) separate courseshave been approved over the past 14 years, only a few are nowadvertised for Vocational Rehabilitation, but all pastcurriculums are still available on request. the course belowcould not start immediately as the course would have to bedesigned for the latest technology and designed for a specificemployer. Usually we use ADP for the Auto Software, andExactimate for the Structural, but can use another if theemployer requests.

TRAVEL FOR TRAINING PROGRAMS
Travel Fees
When Travel must be added to the course fee. The fee will becalculated at the price of Air travel from Medford, Oregon, tothe client's location, and must be paid for in advance. This feewill also include transportation costs from Grants Pass, OR, tothe Medford Municipal Airport, and the cost of lodging, meals,and travel from the hotel to the training program site. Lodgingat a client's or counselor's home is not an option, due tocomplications in the past with this arrangement. The method oftravel will be as the Instructor deems safe, be it Air, Train,Bus, Ferry, or private transportation.
Travel Requirements
Travel is required for all Vocational Rehabilitation programsthat require a McCain Institute computer to be delivered.Exceptions are for some CAD programs when only one softwareprogram is going to be taught. The travel fee will be determinedafter the program is confirmed and a date can be set. This dateis usually three weeks after the program is started. This can bevery critical to the program if a delay of program requires an"Interrupt" due to no travel late travel or
*Re-scheduled travel.
Travel Dates
Travel dates must be agreed upon by both McCain Institutesand the client before reservations can be made.
Special Travel
Travel for other than above is done only on request and isavailable with a fee of $400 per day plus meals and lodging, aswell as round trip air fare. The travel days will be at nocharge. The method of travel still is the option of theInstructor to insure safety be it Air, Train, Bus, Ferry, orprivate transportation.
Travel Purpose
The purpose of McCain Institutes traveling to Extended Campuslocations is three-fold. The first purpose is due to the newcomputer software that the client receives. Often a student hashis/her own software which is not compatible with the videolessons; this causes great confusion when trying to load aprogram. The second purpose, which is very important, is thatMcCain Institutes observes the student's progress of learning andnotes where the program is succeeding or failing with thestudent, and can initiate changes for success. And the thirdpurpose is to address the future employers input as to anyspecial requirements of training need.
*Re-Schedule When travel is made and it is apparent that requiredpayments have not been made to Student or the VocationalRehabilitation Professional, this will cause the trip to beineffectual, and the trip will be terminated, and will not bere-scheduled until all payments are current.

ENTRANCE REQUIREMENTS
Injured Worker Enrollment
1. An interview by phone or in person is requireddirectly with director Neil McCain or Agent of McCain Institutes.At that time, a decision as to the need of an entranceexamination will be determined. If an examination is required,the results will be the property of McCain Institutes; a gradewill not be assigned, simply a Pass/No Pass. As there is no feefor this examination, the carrier is not privy to the testresults.
2. An occupational goal must be established, with enoughfinancial support promised from the carrier to make the goalobtainable. This commitment must be in writing from the carrier.Disability payments must continue as usual and promptreimbursement of travel expenses to the Student when required forthe training program is a must in order not to interrupt thetraining schedule.
3. When the above requirements are met and enrollment isgranted, it must be understood that McCain Institutes is not theauthor of the training program, and not privy to the plan orwritten agreement between the client, carrier, and vocationalrehabilitation counselor. McCain Institutes will comply with theeducational plan outlined in this 2000 Information Booklet and isnot responsible for changes made contrary to this booklet.
TERMS
These terms will accompany the Invoice, along with RefundPayment Schedule. When Payment for a program has been made, itwill confirm agreement to these terms.
1. All payments for the McCain Institute Training Programsmust be made prior to starting the program. It takes two
to four weeks for materials and equipment to be prepared andshipped. Start date for the program will be 1 (one)
day after the student receives his or her first lessons.
2. Re-Start can be conducted due to an Interrupt of theprogram: For fee Schedule refer to page 10.
3. The Refund & Re-start Policy is on page 12 and willbe submitted along with this page on invoice.
4. All invoicing will be submitted by fax or email.
5. Travel fees must be paid in advance. Please refer tothe travel fee section on page 8
6. Delays in the training program created by non-paymentof agreed amounts could initiate an Interrupt by McCainInstitutes, if the delay interferes with continuity of theprogram, an Interrupt will be declared, via Fax with the lengthof delay which would require an extension of the program and apossible Re-Start.

Refund Period: All enrollees may cancel within three (3)working days following Enrollment Date. No charge for Tuitionwill incur if no lessons or materials are shipped and all moneyswill be returned. Note "Equipment".

Re-start: Programs that are eligible for a Restart,("A&B" Programs on page 12). Re-start will beconsidered if a delay is more than Three Weeks, an extension oflost time due to a delay must be initiated to maintain curriculumcompletion, any delay more than three weeks will be consideredfor an "Interrupt" of the program, a Re-start could berequired. The Re-start is offered to the program rather acancellation; which would require re-entry. Re-start will beavailable from one year of the interrupt date.
Re-Entry: Cancellation has occurred, and a change of curriculum,or enrollment was terminated without using Re-Start, or a yearhas passed from the time the Interrupt was started. Allcurriculum completed will be considered, but credit for pastcurriculum can be decided only by McCain Institutes.
Record Retention: Enrollees are advised and cautioned that OregonState Law requires this Institution to maintain School andStudent records for fifteen (15) year period of which by then Ishould be dead or too old to care.

CONDITIONS
For Vocational Schools
Cancellation: A Student or Carrier may terminatean enrollment by mailing or faxing a Notice of cancellation tothe Institute within three days of the start date; all tuitionwill be returned immediately, no longer than 30 days, a Re-Startis not an option with a cancellation. McCain Institutes maycancel when terms are not met (see below Terms).
Interrupt: The McCain Institutes, the VocationalRehabilitation Counselor, or the Insurance Carrier, and theStudent all may initiate an "Interrupt" of the trainingprogram. This is not a cancellation, merely an interrupt in theprogram. This can be considered rather than cancellation withoutusing the refund schedule. All training will stop during thistime. To establish an Interrupt, an intent must be faxed, phoned,or mailed by any of the parties above, an Interrupt will commenceat that date. Any delay in the program for three weeks or morecan initiate an "Interrupt." or an extension of theprogram, depending on curriculum. Notice of Interrupt will besent via Fax.
After six weeks of delay a notice of interrupt will be offered byMI.
Re-start: will be available for up to one year fromthe Interrupt date. This option can only be used if the trainingprogram is to be only delayed not canceled, "Interrupt"must be initiated to be eligible for Re-Start, this can insureprevious investment. Refer to page 18 for fee schedule.
Materials: All tools & materials shipped anddelivered are considered used and will remain the property of thestudent, if returned no credit will be allowed' this includes allworkbooks, tools, and software registered to the student.
Equipment: All Equipment must be shipped to McCainInstitutes in Grants Pass, when either an Interrupt, orCancellation occurs, the calculation for determining percent ofprogram tuition refund will be the date of the equipment returnto McCain Institutes. All Equipment sent to conduct theprogram remains the property of McCain Institutes, and musthave an equipment contract signed by all parties, McCainInstitutes, Vocational Rehabilitation Counselor, and the Client.Travel to the client will not be scheduled until a copy of thesigned contract is sent to our office.
Training Procedures for All Injured Worker Programs
Using the criteria for Conditions set on this page, all classeswill be conducted the same.. All courses are required a Computer,all courses are required a VCR and TV, all course's require anCassette Player . All Students starting this year 2000 must haveaccess to the Internet with email that accepts files.. ExtraSoftware required either by the future employer or Student mustbe considered as "Extra".. The purchase of the Computeris completely up to McCain Institutes and will be the property ofMcCain Institutes.. All software on the Computer is"Educational Versions".. Training is to be scheduled byMcCain Institutes, monitored and reported by McCain Institutes..All other communication for needs other than education must gothrough the Vocational Rehabilitation Counselor.

PHYSICAL REQUIREMENTS
Courses CTG, CTE, CTM, and CTP
These are all Estimating Programs, with the work being Sedentary.The work is setting or standing at a plan table and or a ComputerDesk. There is no lifting, climbing, or bending. A set of plansweighs from 7 to 10 pounds rolled up, the heaviest is 15 pounds.Work on these plans require turning the pages while laying flat.Occasionally driving to a job site for inspection or information,and to a Plan Center using a note pad or tape recorder. This willvary from Contractors depending on their type of work and area.The computer work is for short periods only.
Course CAD
All Sedentary work when doing strictly CAD Design, nolifting, no bending, no climbing. Computer time is 98% using adigitizer or mouse, sometimes a voice actuator is used if handinjury is a
factor, a foot digitizer or mouse is also available for the
extreme arm or hand injury.
Courses SP1
Each course would have to be addressed as many of theoptional
courses do require physical activity, and many do not.
